Two Years
Two years and ninety-two percent compliance. The enforcement action produced the ninety-two from the thirty at year one. The remaining eight percent is using the appeals process. What the Routes Are
Uphold: full compliance through enforcement confirmed. Excess found: the law clarified and the clearer authority producing the compliance the exceeded authority could not. The law learning its edges through operation is the law at its most functional. Ninety-two and eight are both the law working.
